I support Nick Johnson's views (AJ 15.11.12) on getting tax breaks for developers to deliver affordable rental housing. This is a tough nut to crack. I studied the US Tax Act 1976 that allowed developers to write off up to 20 per cent of their refurbishment costs in this way. Further incentives were introduced in the US Tax Reform Act 1986 and the program still continues at federal, state and city levels.
