Edinburgh City Council's planning committee has narrowly approved David Chipperfield Architects' contentious proposals for a £45 million concert hall in the city's St Andrew Square. After a marathon session, councillors voted six to four in favour of the 1,000-capacity Impact Centre. At the meeting, Chipperfield was grilled aboutthe proposed used of concrete, the 10,000m~2 scheme's impact on its surroundings, and why the service bay for lorries wasn't located underground.
