From January 1, 2005, the extensive and complex system of bilateral restraints has come to an end and importing countries will no longer be able to discriminate between exporters by applying safeguard measures to individual countries. The industry will now definitely face an acid test of survival. The opening up of textile and clothing markets is set to become a boon or bane for various players in the world textile and clothing market. It can be termed a boon, as with dismantling of the quota system, restrictions are removed and wide access to the world market is possible for efficient exporters. The phasing out of quotas may be a bane to industry dependent upon quotas, as air assured market based on quotas has been ruled out.
