Consumer spending is rising slowly, and there are signs of this uptick in the apparel import market too. In the first quarter of this year, the quantity of apparel imported increased by 12.5% from first quarter 2009 to total 5.864 billion pieces of garments thoughrnthe growth in value was only 2.1 % because the average cost per garment ($2.65) was 9.2% lower than its year-ago level.
