摘要

This article is part of speech delivered by the author on the eve of World Telecommunications and Information Society Day on 16th May 2008 at the Institution of Engineers, Delhi State Centre. This article deals with ICT, its major areas of application, role of ICT for disabilities, need of disabilities, action to be taken by member States and ITU in dealing with disabilities.
