As the deadline loomed for FCC action on a petition to eliminate cess charges on Internet protocol (IP)-enabled traffic, and a draft decision was yet to be circulated, parties on both sides continued to press hard to convince the Commission either of the folly of subjecting a nascent technology to old-school regulations or the peril of undermining the revenue stream that supports affordable universal telephone service. Meanwhile, allegations surfaced that at least one broadband service provider was intentionally blocking voice-over-IP (VoIP) traffic on its ports. Although there was no official confirmation, it appeared the FCC was weighing the allegations and considering whether to un-dertake an investigation through the Enforcement Bureau.
