Lee, Boucher Unveil Long-Awaited Comprehensive Universal Service Reform Legislation

After much vetting of details with industry groups over the past several months and some significant adjustments from draft language floated last year, Reps. Lee Terry (R., Neb.) and Rick Boucher (D., Va.) have introduced their Universal Service Reform Act of 2006, which would broaden the base of contributions to the fund to include a host of different service providers, allow USF funding to be used by carriers to provide broadband services in addition to the traditional funding of voice services, and place capping mechanisms on the size of the fund.
