Special Access, Deployment Of Broadband Services Dominate Debate at NARUC Meeting

The National Association of Regulatory Utility Commissioners' board of directors passed five telecommunications-related resolutions at its recent winter meeting in Washington, including measures address- ing special access service, broadband deployment, local number port- ability, "pretexting," and wireless communications. The first resolution, which sparked vigorous debate among panel- ists and telecom committee members over the legitimacy of data on special access competition, was amended in committee to authorize the group's federal regulatory subcommittee to conduct a study in selected markets and report back analysis, findings, and recommendations by July.
