Neustar, Inc., lost the competition to administer the local number portability system "not because of any error by the Commission but because its bid was substantially inferior" to that of competing bidder Telcordia Technologies, Inc., the FCC has told the U.S. Court of Appeals for the District of Columbia Circuit. The FCC earlier this year approved the North American Numbering Council's recommendation that an industry consortium - the North American Portability Management LLC - should negotiate a contract with Telcordia, subject to certain conditions.
