Draft Media Ownership Review Would Reimpose JSA Attribution

FCC Chairman Tom Wheeler has circulated for the consideration of his fellow Commissioners a draft version of the combined 2010/2014 quadrennial review of the agency's media ownership rules, that, in general, maintain the existing ownership restrictions, including its March 2014 decision to attribute joint sales agreements (JSAs) as attributable ownership stakes under the ownership caps for broadcast television stations in the same local market.
