FCC to Open NORS, DIRS To Public Safety Agencies

The FCC on March 17 unanimously adopted an order establishing a process for state, federal, and tribal agencies to gain access to provider-reported communications outage information in the FCC's Network Outage Reporting System (NORS) and its Disaster Information Reporting System (DIRS) for public safety purposes.The second report and order in PS docket 15-80 would require each participating agency to certify that it won't disclose the information obtained to third parties unless authorized to do so by the FCC, will provide annual training to employees on the use of information obtained from NORS and DIRS, and will inform the FCC promptly if information is disclosed, Saswat Misra from the Cybersecurity and Communications Reliability Division of the FCC's Public Safety and Homeland Security Bureau explained during the staff presentation on the item at the FCC meeting.
