Over the partial dissent of Republican Commissioner Mike O'Rielly, the FCC on Nov. 18 imposed a nearly $10 million forfeiture on San Diego-based telemarketer Kenneth Moser and his company, Marketing Support Systems, for making nearly 50,000 unlawful robocalls over two days in May 2018, illegally spoofing the phone number of a rival telemarketing firm to deliver prerecorded voice calls containing false accusations against a candidate for the California State Assembly just ahead of the state's primary election.
