From telecommunications policy to Internet governance

In some ways, the rise of the Internet challenges and displaces traditional telecommunication policy scholarship. The technology and economics of the Internet are quite different from those of circuit-switched telephone systems. Consequently, many of the problems that preoccupied telecommunication policy scholars for the past 30 years, such as how or whether to regulate the relations between a dominant incumbent and new entrants into a formerly monopolized market, no longer occupy center stage.
