NETWORKING THE NATION: CHALLENGES AND OPPORTUNITIES IN REGIONAL TELECOMMUNICATIONS

This paper looks at the background to the development of the program, and examines its strategic approach. In particular the paper explores the challenges associated with overcoming the many barriers to access in rural Australia, and in ensuring that government funding provided through the program is consistent with, and complementary to ,the pro-competitive regulatory regime established through the 1997 Telecommunications Act.
