Academic report: mobile called party should pay if termination rates are to come down

An academic paper written by the former UK electricity regulator, Prof. Stephen Littlechild, and recently published by Cambridge University argues that a change from a calling-party-pays (CPP) to a receiving-party-pays (RPP) regime for cellular phone users would solve the long-running problem of high mobile termination rates. An RPP regime would make calls to mobile phones either free or very cheap for callers from fixed phones because the underlying termination payment from fixed to cellular operator would be significantly reduced, Littlechild suggests.
