Termination charges, public networks feature in long-term regulatory outlook

The ongoing decline of incumbents' traditional voice business due to substitution by mobile and voice over IP is likely to have the unexpected effect of increasing incumbents' interconnection charges. As the unit cost of each minute carried rises, each will have to go further in bearing the cost, said Paul Brisby, of legal and regulatory strategy consultancy Tower House Consulting. Brisby made his remarks in a presentation on long-term trends in regulation at an IQPC conference on the Telecommunications Act in London.
