Economic conditions are likely to deter other operators from joining Netia in unbundling in Poland, despite the regulator's proposals to make the process cheaper and faster. Broadband household penetration in Poland was 34.8% at end-3Q08 (see fig. 1), compared with 30.5% a year earlier. DSL, the most popular access technology, accounted for 51.5% of total broadband subscriptions at end-3Q08. Bitstream-based wholesale and local-loop unbundling are relatively new, and incumbent Telekomunikacja Pols-ka (TP) retains a dominant position in DSL, with a 79.6% share at end-3Q08. A number of operators, such as local incumbents Netia and Telefonia Dialog, offer DSL over their own copper access networks as well as via bitstream.
