Japan's number two carrier, KDDI Corp, aims to become the first major carrier in the world to fully migrate its fixed-line network to IP and will also roll out a new nationwide fixed-line dark-fiber telephone service, Metal Plus, in December. The move coincides with the much-heralded launch of the Otoku dark-fiber service by Softbank Corp and its subsidiary Japan Telecom. KDDI plans to start Metal Plus services in February 2005 and cover the major cities making up 60% of Japan's population.
