AT&T and Verizon pushed in a meeting with the Wireline Bureau for Universal Service Fund contributions based on how many phone numbers a carrier owns, according to a filing. They submitted a joint plan specifying how the system would work. The FCC now collects USF money based on interstate revenue. AT&T and Verizon's proposal "will benefit consumers, stabilize the universal service contribution base, and significantly reduce the administrative cost and complexity" of the system for the FCC, the Universal Service Administrative Co. and contributors, the carriers said.
