There's little agreement among central players about how much TerreStar and New DBSD Satellite Services should have to pay for relocation of the broadcast auxiliary service. So the FCC will have to decide. Sprint Nextel has estimated that each of the MSS operators should have to pay $100 million for its share of the expenses. A Sprint filing accused the MSS operators of intransigence. "Sprint Nextel's comments strongly supported the Commission's efforts to affirm and clarify its BAS spectrum relocation reimbursement requirements, but the MSS operators unfortunately continue their stubborn refusal to accept their cost-sharing responsibilities," Sprint said. The NAB and the Association for Maximum Service Television said they agree. TerreStar accused Sprint of refusing to acknowledge its role in delaying the BAS relocation. "Sprint, rather than the MSS licensees, should be responsible for most or all of the financial consequences of delays in BAS relocation," it said.
