FCC DRAFT ORDER ON UNDERSEA CABLE FEES SURFACES AFTER MONTHS

The FCC circulated a long-awaited draft order on undersea cable regulatory fees, said an industry official familiar with the matter. The proposal would carve a new submarine cable system fee out of the current international bearer-circuit category. It has had widespread support from the industry and commissioners since September. The order has been ready to go, but Kevin Martin never circulated it as chairman. The other commissioners didn't know a draft existed until Michael Copps became acting chairman.
