The National Broadband Plan could set the stage for new wireless networks, said Jefferies analysts. Recommendations to make additional spectrum available are strongly favorable for tower operators, they said. Limitations in the short term on spectrum can encourage cell-splitting -- raising tower revenue -- but new swaths of spectrum could encourage incremental network buildouts, aiding long-term sustainable demand for tower cell sites, the analysts said. To get TV stations to give up unused spectrum in dense market, the FCC needs to make broadcasters feel that they抮e not being coerced and that they are being fairly compensated, and it needs to figure out how to get them auction proceeds that usually go to the U.S. Treasury, they said.
