A federal appeals court upheld the FCC's setting deadlines for zoning action on wireless nfacilities. The ruling by the 5th U.S. Circuit Court of Appeals in New Orleans was a victory for nwireless carriers that had sought the shot clock and a defeat for many local-government ngroups. The court rejected arguments by Arlington, Texas, that the way the order was ndeveloped was "arbitrary and capricious" and violated the Administrative Procedure Act.
