The economic slump has more states redirecting E-911 funds to other purposes, said CTIA and National Emergency Number Association officials. In most states that are raiding funds, many counties still don't have E911 Phase II coverage, or even basic Phase I coverage, they said. The FCC is to address the issue in a July report to Congress that was mandated by the NET 911 Improvement Act.rnCTIA and NENA wrote in late May to Wisconsin Governor Jim Doyle (D), as his state was eyeing the possibility of using $20 million from the fund to shrink a $1.6 billion budget shortfall. Doyle proposed a 75-cent monthly 911 surcharge on phone lines, including mobile and VoIP lines, the revenue to go to balance the state budget.
