Minnesota officials are using the FCC as a club to try to force ISPs to bar access from the state to nearly 200 gambling Web sites. The Department of Public Safety's Alcohol and Gambling Enforcement Division wrote last month to 11 national and regional ISPs, threatening to report them to the FCC if they don't comply. Officials contacted AT&T, Embarq, Dish Network, Charter Communications, Comcast, DirecTV, Sprint Nextel, Frontier Communications, Qwest, Verizon Wireless and WildBlue Communications. ISPs can use geo-targeting to identify in-state customers for blocking, the division said.
