One of two proposed state bills to discourage the University of Maine System from participating in a middle-mile broadband project with $24.5 million in NTIA funding has been held back by sponsor Sen. Lisa Marrache. Biddeford-based Great Works Internet, the recipient of the grant, numbers the university among partners on the "Three Ring Binder" project. Democrat Marrache, who is assistant majority leader, proposed her bill in November at the request of FairPoint Communications, an aide to Marrache told us Tuesday. To be considered during the 14-week emergency session scheduled to begin Wednesday, Marrache's measure needed approval by the legislative council. That body, composed of party leaders in both Maine houses, assented. But "upon reflection" Marrache decided in December to drop the bill, her aide said.
