Frontier 'Pleased' with Proposed Washington Settlement

Frontier Communications would put $40 million into expanding broadband access across Washington state and make sure stockholders, not ratepayers, absorb branding and transition costs, under a settlement proposed by the utility commission's staff. The company also would accept higher penalties for service lapses and adopt existing rates and contracts established by Verizon, the regulator said Dec. 24.
