The announcement by the U.S. Missile Defense Agency (MDA) of its intent to cancel a cooperative missile warning satellite project with Russia is troubling. The Russian-American Observation Satellite (Ramos) program is an example of the type of confidence-building activities that are necessary between two former Cold War adversaries still heavily armed with nuclear-tipped missiles. Perhaps more importantly, it represents a real and practical step toward the U.S. goal of shoring up Russia's badly degraded missile early warning capability.
