Caaavan writing in a report recently released by The Heritage Foundation. Given his broad technical expertise regarding military technologies, and deep knowledge of past efforts to develop and field ballistic missile defenses, the administration of U.S. President George W. Bush and Congress would do well to heed Dr. Canavan's advice.
