The European Space Agency (ESA), struggling to reconcile strategic autonomy with small budgets, is preparing to ask its member governments for a huge increase in spending authority for space exploration, ESA officials said.Against a backdrop of increased space-exploration investment in China, India, South Korea and Russia, in addition to the money already spent by the United States and Japan, ESA officials say they are preparing a go-for-broke series of proposals to keep Europe among the world's top space powers.
