U.S. export control rules should be revised before they further damage the nation's space industry, particularly small companies that lack the resources to navigate the compliance system, according to the Space Foundation. Specific sensitive space technologies should remain protected, but those available on the global market should be removed from the U.S. Munitions list that triggers International Traffic in Arms Regulations (ITAR), die Space Foundation said in its report, "ITAR and the U.S. Space Industry." ITAR governs items on the Munitions List to prevent parties hostile to the United States from obtaining militarily sensitive technology. Companies seeking to export Munitions List items, such as satellites or satellite components, must obtain a license from the U.S. State Department for each export transaction.
