Implementing the U.S. EPA Greenhouse Gas Mandatory Reporting Rule versus Executive Order 13514 in the U.S. Air Force

On October 5, 2009, President Barack Obama signed Executive Order (EO) 13514 which is titled "Federal Leadership in Environmental, Energy, and Economic Performance." EO 13514 establishes greenhouse gas (GHG) emission reductions as an overarching, integrating performance metric for all Federal agencies and requires a deliberative planning process, linked to budget allocations and scored by the U.S. Office of Management and Budget, to ensure goal achievement. Federal agencies, including the U.S. Air Force (USAF) are required to achieve specific GHG emission reductions by 2020 relative to a year 2008 baseline. Reductions in GHG emissions include Scopes 1, 2, and 3. The year 2008 GHG emission baseline was completed in late 2010. The Fiscal Year 2010 GHG emission inventory for the USAF is to be completed by early January 2011.
