Property charges drag corporal down

I Live in Service families' accommodation (SFA) in Germany and pay charges in lieu of council tax. However, due to my impending redundancy I have been forced to find alternative housing and have made a property purchase. The local authority has waived 28 days' council tax but I am now paying both council tax and charges in lieu. I approached my unit for a waiver for the latter and was advised it was not possible and that my pay as a corporal was enough to cover both of the levies. As a result, I'm paying both a mortgage and SFA charges, double gas and electricity, and double council tax, as well as the cost of travel to and from the UK.
