It is that time of year when state capital buildings across the country are buzzing with activity. Lawmakers have returned to those hallways and chambers and undoubtedly many have clean energy policy on their agendas. Bills defining new community solar programs will be introduced, and with a little luck and a diverse base of support they will pass, resulting in more states implementing community solar programs.
