Appointed by Governor Polis in January 2019, Toor has been at the helm of the Colorado Energy Office (CEO) as its Executive Director, It's a perfect fit, especially in a state that's closely aligned with his experience in transportation electrification, sustainable transportation, smart growth, electric vehicle policy, clean energy finance, green building policy, Local government policy and regional planning. But if you ask him what the catalyst was behind his environmental and sustainability-focused career, he'd tell you it happened one summer on a family road trip to Lake Erie. "We couldn't swim because the lake was covered with algae. We cried," Toor said, "and I remember thinking I had to do something." He was seven. After getting his Ph.D. in physics from the University of Chicago, he spent the first dozen years of his career as Director of the University of Colorado Environmental Center developing campus sustainability programs in solid waste, building energy use and transportation planning. Under Governors Ritter and Hickenlooper, Toor served on a transportation blue ribbon panel, a climate action panel, a regional air quality council, Colorado Air Quality Control Commission and the state oil and gas taskforce. In between, he was Mayor of the City of Boulder, Boulder County Commissioner, director of transportation programs at Southwest Energy Efficiency Project and board chair of the Denver Regional Council of Governments. And while the state's reputation for clean energy leadership is indisputable and enviable, he'll tell you that the success of this recent Legislative session - 32 ambitious climate and clean energy bills - passed because of smart policies thoughtfully designed for a broad stakeholder base. "The last two-and-a-half years working on climate issues in the Polis administration, especially at a time when we have legislative majorities that support climate action, has been the honor of a lifetime."
