It is correctly noted in the paper that active Construction Rules and regulations (CRR) fail to consider dynamic interaction between a structure and its bed, and do not make it possible to design new rational foundation structures. It would be desirable to point out that Russian CRR apply only to entities involving massive construction - four- and five-story buildings on dense soils. The computational models and system of coefficients employed by the CRR do not hold up well to any criticism, but buildings designed in accordance with the CRR transfer the force of the design earthquake successfully. This is associated with the neutralizing nature of the CRR errors, a fact that ultimately permits acceptable results. A correction factor applied to the computational models with consideration of
