While the government of Australia's Northern Territory is trumpeting the suc cess of its container deposit legislation and residents seem largely pleased by the scheme which got under way at the begin ning of the yean some critics remain uncon vinced. The Australian Food and Grocery Council, long an opponent of container deposit schemes, reckons that Territorians are paying more for soft drinks and beer.
