A California administrative law judge on Aug. 8 recommended ndenial of Pacific Gas and Electric Co.’s request for nearly $32 million nto evaluate the feasibility of its plan for a 1,200-MW pumped storage nproject in the Mokelumne River watershed, saying the proposed nproject is too speculative to warrant ratepayer expenditures.
