Counterinsurgency or a war on terror? The war in Afghanistan and the debate on Western strategy

The insurgencies in Afghanistan mark a new series of challenges to theorists of insurgency seeking to locate modern forms of insurgent warfare in the international order that has emerged since the demise of the Cold War. The deployment of an array of forces under NATO command in Afghanistan has not been a simple expeditionary counterinsurgent campaign since it has been complicated by a wider counterterrorist strategy - or a 'war on terror' - launched by the Bush administration in the aftermath of the September 11 attacks.
