Wars have been decided on the basis of intelligence information, and since the advent of the atomic age, timely intelligence has become a priority. Reams of information have given way to terabytes of data as collection and storage processes evolved in the digital age. Yet simply gathering vast amounts of material to feed warfighters and decision makers no longer suffices in an era of diverse and changing threats. Intelligence collectors and providers must adjust as rapidly as the changing threat. However, shifting the activities of a well-established intelligence infrastructure is about as easy as turning a supertanker. While the intelligence community must change over the long term, in the short term it must make do with its existing assets and infrastructure.
