Out on the frontier of cyberspace, where no real law and order exists, worldwide communica-tions connections routinely are compromised. International laws are neither consistent nor tailored to meet cyberspace needs. In this virtual interconnected global community, it is not costly to protect information environments; however, few network or system penetrations by data rustlers are ever detected or reported.
