A Challenge to American Shore and Beach Preservation Association: Healthful Recreation of the People versus Environmental Restraint

At our meeting in La Jolla last October we heard a very lucid and interesting paper by Dr. Jeff Frautschy on the development of California law and policy in its shoreline management program. In the course of discussion it became evident that the nearby Mission Bay Project, constructed during the past 25 years in an area which was mostly marsh and overflow land, could not have been built under present rules. The same reasoning must be applied elsewhere in California for if the policy had been in effect 70 years ago there would be no Los Angeles-Long Beach Harbor, Port Hueneme, Channel Islands and Ventura Harbors, Marina del Rey, Alamitos Bay, Newport Bay, Anaheim Bay and a major part of San Diego Bay since all were constructed in similar tidal marsh. It would be difficult to find numbers large enough to evaluate the recreational and economic impact these projects have had in California, and indeed, in the nation as a whole.
