Canada's top military officer has defended the reputation of the navy's troublesome submarines that were bought from Britain in 1998. The chief of the defence staff conceded that the criticisms of the Victoria class fleet were well founded given the lengthy periods the four boats have spent undergoing costly refit and repairs, but said that matters were now rapidly improving, and they would soon be able to prove their worth.
