The common platform initiative that was developed by IBM, Chartered, and Samsung, and adopted by others including AMD/GlobalFoundries and Toshiba has had good success in the market. By giving fabless customers a standard set of design rules and tools, and by giving them the choice of where to have their product built, this approach has allowed these companies to cooperate on fab efficiency while competing on service and cost. When AMD spun out Global-Foundries, the ownership of the enterprise transferred to Dubai's Advanced Technology Investment Company (ATIC).
