Shaping Military Doctrine in France: Decisionmakers between International Power and Domestic Interests

States articulate military doctrines to indicate "when" and "how" they will use their military forces, but why do military doctrines change? One answer would be that, since military doctrine is a subset of national security strategy, then doctrines change when strategies do. Yet the rationale of doctrinal change is a source of scholarly disagreement. Realists have long maintained that doctrinal change follows changing international threats, but a new group of scholars argues that doctrines reflect above all organizational culture and preferences.
