The year began with anger about the continued imprisonment of the 'Hebei Two' still raging throughout the industry. The decision of the Korean Maritime Safety Tribunal to present its report into the December 2007 collision of the Samsung Towing Fleet and tanker Hebei Spirit during the first meeting of IMO's newly institutionalised Facilitation Committee (FAL) in early January, was therefore a little akin to putting its head in the mouth of a very hungry lion.
