Guarding America's ports is a major challenge for the Department of Homeland Security, which coordinates the activities of agencies such as the U.S. Coast Guard and U.S. Customs Service to ensure that the millions of tons of cargo entering the country are free of materials designed by terrorists to cause death and destruction. Threats to the U.S. coasts from overseas, however, are not a new phenomenon. More than 100 years ago, the prospect of war with Spain created a sense of panic up and down the East Coast.
