Naval aviation is a story of vision, courage, innovation and adventure. Throughout this centennial year, we celebrate our history, honor our heritage and look to the future. Just 100 years ago, the battleship Navy dominated strategy and budget decisions. Flying was viewed as a minor capability that had limited potential for scouting purposes, and the General Board of the Navy declared in 1916 that, "Aeronautics does not offer a prospect of becoming the principal means of exercising compelling force against the enemy."
