With the chartering in April of the Nebraska Council, and the launch of the North Dakota Council in October 2011, the Navy League has re-established a formal presence in this vast section of the Upper Midwest Area. The Nebraska Council received its charter from Navy League National President Philip L. Dunmire during an April 6 ceremony at the All Hands Patriot Club at Offutt Air Force Base that also was attended by a number of Navy League officers from around the Midwest Region. "It went real well and was well-received," said the council's inaugural president, Walter P. "Butch" Kirkland III, a 30-year Navy veteran who now works for U.S. Strategic Command, which is based at Offutt. "We also received some training from Bill Waylett," the Navy League's senior director of Mission Focused Programs.
