The Royal Canadian Navy (RCN) faces a serious capability gap in its surface fleet as it decommissions old resupply vessels and area air defense ships long before replacements are available. 1. Canadian naval sources say the most likely solution will be to closely coordinate naval deployments with the U.S. Navy so the RCN can make use of U.S. supply ships. 2. To deal with the gap in area air defense, Canada will rely on the U.S. Navy, as well as other allies, to provide such capabilities on coalition deployments. 3. In the RCN's 2014-2017 business plan, Vice-Admiral Mark Norman noted his organization is trying to build new ships at a time of government-ordered reductions.
